A levels and GCSEs in 2021 could have grade boundaries moved as a minister said that "grading" could be used to make up for the lost classroom time during lockdown.

Gibbs said the “lost education” who suffered from the schools being shut “dealt with through issues such as grading”. This seems to be a nod to Ofqual allowing some grade inflation again this year.

The head of Qualifications Wales said the  new lock down will mean exams in 2021 are "more difficult situation" than pupils who faced exams in 2020.

Philip Blaker head of Qualification Wales went on to say they are looking to "moving away from timetabled exams" while offering "performance experience". This reads as using course work and teacher assessment for the main component of exam results .
